Syncing keeps files accessible; it does not keep them protected, and Veeam treats those as two different jobs.
Sync keeps the same files current across every connected device and person, while backup keeps a separate copy set aside, which is the difference that matters when a file is corrupted, encrypted or deleted. Sync spreads a bad file just as fast as a good one, usually before anyone notices.
Veeam's observation is that most small businesses have sync but no real backup without ever having consciously made that choice, and closing the gap does not require a big budget, enterprise software or a dedicated IT team.
